Een PEC kan worden aangevraagd op naam van de kapitein of eerste stuurman, door het formulier volledig in te vullen. Aspirant PEC houder dient over de juiste vaarbevoegdheid te beschikken om met het schip te varen waar de PEC voor wordt aangevraagd.
Een aanvraag kan maar één traject betreffen in het zeehavengebied Rotterdam-Rijnmond-Zuid-Holland- achterland of kan gelden voor het zeehavengebied Scheveningen. Op een PEC zijn maximaal acht traject – schip combinaties mogelijk.

A PEC can be requested on the name of the bona fide Master or First Mate by filling in the application form. The candidate PEC holder must have appropriate Certificate of Competence to navigate the vessel for which the PEC is being applied for.
A request is applicable on only one PEC route in the seaport area Rotterdam-Rijnmond- Zuid-Holland- hinterland or on the seaport area Scheveningen. On the PEC a maximum of eight combinations route – ship are possible.
